Because as of just a moment ago when I was applying items to a new horse, it wasn't automatically selecting the items in inventory and was still automatically selecting the pass payment option. I'll be happy to see this change take place because if you're not paying close attention and not careful it's easy to spend up your passes when you already had the items in your inventory. I've done it before and I was so mad at myself lol

Because as of just a moment ago when I was applying items to a new horse, it wasn't automatically selecting the items in inventory and was still automatically selecting the pass payment option. Well yeah, that's from the Dev's Corner on Preprod. So it'll roll around with the event that's currently on Preprod I'd assume like usual (specifically the Tuesday before it, since that's when they usuall do game updates).
