You have to be on the Classic version, then click to go to your "account" page, then "gameplay preferences", and at the bottom select "personalize" next to "Customize the action blocks layout on my horse pages". You can then click and drag the boxes around how you like. It'll apply to all of your horse's pages

You need to go to your account settings and choose Gameplay preferences. Scroll down to the end and there you see a line saying: Customize the action blocks layout on my horse pages.
If you click that, you get a page with a picture of the original Ouranos horse :), you can click and hold the blocks and move them around until you are satisfied with the results.

Keep in mind that if your VIP expires, everything will go back to how it was before!
