Breed Skill GP proportions

This is probably a really stupid question but...
The game lists the "average" skill proportions for each breed in their Directories page. Most horses seem to have their GP divided among the six skills pretty closely to these average proportions. However, I've noticed some who have slight variance from these averages.
For example, a KWPN mare (around the 11k GP mark) whose Trot GP made up a lower percentage of her total GP than the listed average for the breed (by only about 0.1% of difference).
If it's possible for horses' GP proportions to vary from the breed average, does this mean it's possibly to selectively breed horses with preferred proportions; say, a Drum Horse whose Gallop has a higher GP proportion than its Stamina does?
Or is the proportion variance entirely random from baseline, with no correlation to their parents' proportions? In which case, you'll never be able to change the breeds' average proportions in any significant way, no matter how much selective breeding you attempt to do.

No, my understanding is that ratio breeding doesn't work--skill sets can't be changed.

You used to be able to skew the stats by crossbreeding one generation and then breeding them back to purebred. They updated it years ago so that instead of breeding back pure you will always have at least 1% of the other breed. From what I remember the stats of some breeds were starting to shift because of it.

And I take it they now have some sort of safeguard in place to prevent us playing god with the breed stats?

You can't breed a crossbred back into a purebred anymore. Stats are based off of a set template for GP distribution, rather than being influenced by bloodlines and selective breeding.
