I read to a locked forum titled "Rosette Help"
This was the only forum on the topic of finding rosette comps. The answer was confusing. Is there anyone who can explain? I had one mare qualify but she is on her last legs. The other horses entered where much higher on their skills, also. So I skipped thinking I had a better chance with some of my other horses.

She had enough energy so I entered her in one in gallop. The same ones came up as before. Referring to the other forum answer, my mare has no one skill over 10k but has a total skill level of 33333 give or take.

You need to look at the main skill for the competition, that determines whether or not your horse will see it. So, suppose I have a thoroughbred horse that has gallop, dressage and speed as it's top 3 skills and that it has been properly trained so that gallop is (as expected) it's main skill. Most gallop races that offer a rosette are now requiring gallop over 9,000.
The horse will only achieve that sort of skill level if it has a GP near to the top on the game and it will help if your horse has been bred using Tears as that will give the inborn skill a boost. If you train as if you're wanting to BLUP (even if you don't) so that you maximise gallop, dressage and speed, you should see the rosette competitions. I always beach, transferring trot to gallop to add extra gallop too.
Make sure you check out the comptitions you want to enter once you see rosettes as team horses will almost always have higher skills than yours and so will many divines so you can choose which compettiions give you the best chance of a win.
Hope that helps make it a bit clearer.

Adding, by training, I mean doing training, rides and cometitions that give the skills you want, as well as daily missions.

Total skills don't matter for this. Look at the 3 skills needed for the competition and only those need to be good. The top skill needed is the one that determines whther a competition offers rosettes or not and so the one your horse will need to match closely to simply see the competition - the 2 secondary skills help get the win so need to be as high as possible too. Having said that, I have got wins with divines that have a very high primary skill but not so good secondaries, so it's worth keeping trying. Good luck
