If I use the Professional Trainer Black Market Item, would it allow my horse to surpass its GP or just go right up to it?

It will fully train your horse. So you will end up with IBS (Inborn Skills) and GP combined.
End Skills = IBS + GP You will still need 20 wins and 10 Years Old to reach 100 BLUP. The personal trainer ONLY trains the skills.
